Detailed description of project
smartLINA is a nine-month pilot project designed to scale citizen engagement in Issy-les-Moulineaux’s Zero Carbon Challenge by transitioning from resource-heavy physical workshops to a high-impact digital ecosystem. Addressing the challenge of low participation (currently under 1%), the project deploys a hybrid mobile and web platform that utilizes behavioral analytics, gamification, and AI-driven micro-coaching to empower at least 300 citizens to reduce their carbon footprints. The solution integrates seamlessly with the city’s OpenDataSoft portal, providing users with real-time visualizations of their environmental impact and enabling inter-city benchmarking. By combining IoT sensor data with user-reported actions, smartLINA creates a data-driven feedback loop between residents and municipal departments, transforming individual lifestyle changes into measurable urban climate progress. Ultimately, the project delivers a TRL 9 proven service that offers a scalable, privacy-compliant blueprint for European cities to foster long-term, inclusive climate action through digital innovation.
Type and scope of work provided
- Software Development: Launching a hybrid (mobile/web) platform featuring AI-driven micro-coaching and a gamified engine for tracking carbon-reducing behaviors.
- Data Integration: Establishing bidirectional interoperability with OpenDataSoft to synchronize municipal datasets with personal carbon footprint calculators.
- IoT Deployment: Integrating air quality and smart waste sensors to provide real-time environmental feedback within the user interface.
- Behavioral Design: Creating interactive virtual workshops and “friendly competition” modules to benchmark citizen progress against other neighborhoods.
- Ecosystem Orchestration: Facilitating co-design sessions and onboarding at least 300 citizens across four key stakeholder groups (IT, Sustainable City, Issy Média, and local associations).
- Impact Analysis: Generating an anonymized reporting framework to quantify GHG reductions and producing a Scalability Blueprint for European replication.
SmartLINA is funded through cascading funds in the scope of the project CLIMABOROUGH, which is co-funded by the European Union and CINEA. CLIMABOROUGH has the ambition to bridge the gap between design and implementation of urban innovations, particularly in the face of climatic change and its consequential needs for adaptation and mitigation.
