Detailed description of project
The SIGNORA project (Smart parkInG for efficient urbaN mObility aiR quAlity enhancement) is part of the
European CLIMABOROUGH initiative. It aims to enhance urban mobility and air quality by deploying an
innovative smart parking solution in the city of Sofia, Bulgaria (Host City). The project is implemented through
an Innovation Partnership model structured into four key phases:
- Design & Prototype Development – Requirements analysis based on Sofia’s specific needs and urban
challenges. - Pilot Implementation & Testing – Deployment of the solution in a real urban environment for
validation. - Evaluation & Optimization – Data collection, performance assessment, and environmental impact
analysis. - Final Customization & Delivery – Refinement of the solution, documentation, and handover to the
city authorities.
The overarching goal is to demonstrate that smart parking technologies, when combined with environmental
data analytics, can:
- Reduce urban traffic congestion
- Lower vehicle emissions
- Promote sustainable urban mobility
- Improve the overall quality of urban life
The solution will serve as a replicable model for other European cities within the CLIMABOROUGH framework.
Type and scope of work provided
DOTSOFT S.A., as the sole technical provider, is responsible for the end-to-end development, deployment, and support of the smart parking system. The scope of work includes:
Solution Development
- In-depth needs analysis in coordination with ANCI Toscana and the Municipality of Sofia Design and implementation of an IoT-enabled smart parking
- Real-time parking availability monitoring
- Mobile navigation and user interaction
- Back-office management and data analytics
Environmental Integration
- Integration of air quality monitoring components at selected urban
points - Data processing and visualization via interactive dashboards
- Support in defining KPIs for environmental and mobility impact
Pilot Deployment & Technical Support:
- Installation of the system in selected areas in Sofia
- Τesting and technical validation in real-life conditions

- Continuous technical support and system maintenance throughout the 12-month implementation period
- Training sessions for municipal staff and system administrators
Deliverables:
- Technical and operational manuals
- Pilot phase evaluation report
- User documentation and customization guidelines
